What is CHI Counsel?
CHI Counsel (Collective Hybrid Intelligence) is a structured decision-support environment. It helps teams work through enquiries, challenges, and decisions using a combination of human judgement and AI assistance.

Case types
Enquiry - investigate something that needs to be understood.
Challenge - address an identified problem.
Decision - choose between defined options, with optional deliberation and ratification stages.

Working with AI
Type a message in the Counsel tab and press Send (or Ctrl+Enter). The AI is a genuine intellectual participant - it will push back, flag assumptions, and cite its sources. Governance sources carry compliance weight; contested sources are clearly labelled.

Knowledge Sources
Link KB sources from TG Hub to a case in the Knowledge Sources tab. Governance sources are treated as binding unless UGSO approves an exception.

Closing a case
Use Resolve Case to record the conclusion and reasoning trail. Resolved cases can be promoted to the TG Hub Knowledge Base as Contested sources for review.
